Turbo lag is the delay between the driver opening the throttle and the turbocharger producing useful boost, and it comes from the time needed for exhaust gas to spin the turbine and for the compressor to fill the intake volume with pressure. A larger turbocharger, a longer charge path and an oversized intercooler all add volume that has to be filled before the engine sees that pressure, so lag grows with the size of the system. Parts can reduce it at the edges. A cooler with a shorter and more direct path, plus pipework that holds shape under pressure, removes volume and restriction, and a hose that does not balloon keeps the response the turbocharger can deliver. Parts cannot remove the lag built into the turbocharger match or the fuel calibration, so the gain from hardware is real but bounded.
